Actiunile Rusiei in Ucraina au modificat radical ecuatia europeana de securitate. Regiunea Marii Negre devine o zona contestata atat de Rusia cat si de NATO.
Apropierea dintre statele membre NATO Bulgaria, Romania si Turcia, tari cu litoral la Marea Neagra, de Rusia si Ucraina, duce la un amestec cu potential exploziv, apreciaza, intr-o ampla analiza,World Politics Review.
Tensiunile regionale vor mai creste, cel mai probabil, inainte de a scadea. Spre exemplu, scrie sursa citata, SUA instaleaza o baza de aparare antiaeriana in Romania in 2015, in vreme ce Rusia planuieste o crestere importanta a capacitatilor sale din Flota la Marea Neagra. In vreme ce dinamica regiunii s-a schimbat dramatic, conventiile ce guverneaza situatia, precum Conventia de la Montreux, au ramas neschimbate de ra Razboiul Rece incoace. Presedintele Vladimir Putin a justificat partial anexarea peninsulei ucrainene Crimeeaprin nevoia de a mentine accesul Rusiei la Marea Neagra. In Crimeea se afla structuri importante ale Rusiei, inclusiv baza navala de la Sevastopol, unde e gazduita Flota la Marea Neagra.
Anexarea a permis Moscovei sa renunte la unele restrictii pentru detasarile si activitatile militare la Sevastopol, continute de tratatul din 1997 cu Ucraina privind utilizarea acestei baze. Spre exemplu, tratatul permitea prezenta a 2.000 de militari rusi in Ucraina, insa acum se afla 20.000 de soldati rusi in Crimeea. De asemenea Rusia nu mai plateste chiria anuala de 100 de milioane de dolari Guvernului de la Kiev, asa ca banii se duc pe modernizarea si extinderea fortelor din peninsula.
Guvernul rus intentioneaza sa sporeasca semnificativ capacitatea Flotei Marii Negre, schimband echilibrul de putere. Schimbari similare au loc si in forta aeriana si armata rusa stationate in Crimeea.
Pe masura ce a crescut miza regiunii, a crescut si prezenta militara a Americii. Marina SUA, in special, a fost deosebit de activa in Marea Neagra.
Navele americane au patruns in Marea Neagra pentru asistenta contraterorista la Jocurile Olimpice de la Soci din 2014 si au continuat sa ramana acolo pe fondul conflictului din Ucraina. La baza aeriana romaneasca Mihail Kogalniceanu se afla The Black Sea Rotational Forces, 500 de soldati americani permanent stationati aici. Detasarile din Marea Neagra vin in adaugare la rotatia de trupe SUA si NATO in estul Europei si statele baltice.
Instalatiile militare NATO si SUA in Marea Neagra ofera alinatei o fundatie geostrategica puternica pentru proiectarea rapida a puterii in regiunea caspica si in Orientul Mijlociu, pentru mentinerea stabilitatii regionale, protejarea liniilor de comunicatie cu Afganistanul si asigurarea aliatilro din NATO de angajamentul fata de securitatea lor.
Aglomeratia din Marea Neagra a produs deja unele incidente.
Rusia acuza Turcia si aliatii sai ca au incalcat Conventia de la Montreux privind Bosforul si Dardanelele, ce permite accesul vaselor ruse fara restriciti de greutate, in vreme ce vasele derazboi din state ce nu au litoral la Marea Neagra au acces restrictionat (maximum noua vase simultan, ce pot ramane aici doar 21 de zile, cu o greutate de maximum 45.000 de tone). Avioanele de lupta rusesti s-au apropiat in mod repetat de vasele NATO din stramtoare si din Marea Neagra.
SUA si aliatii sai trebuie sa ia in considerare, potrivit sursei citate, cum sa sporeasca capacitatile de aparare colectiva ale NATO in aceasta regiune. Ar fi de ajutor pastrarea unor capacitati sporite de colectare de informatii, supraveghere si recunoastere in regiune si incurajarea tarilor litorale sa-si rezolve vulnerabilitatile politice si economice.
Spre exemplu, continua publicatia citata, Romania si-ar putea spori capacitatile navale, in vreme ce Bulgaria ar putea gazdui mai multe instalatii militare americane.
